Several background papers have been commissioned for the 4th IACB International Colloquium in Cologne, which will raise key issues for discussions during the colloquium.  These papers will be available one month prior to the colloquium for registrants to read.  Beginning with this newsletter, a few of the authors of such papers will be introduced.  In this issue, Wilhelmina Hoffmann, Julian C.
